Noel formerly worked as a chief executive of the probation board in N I. Before that, he was a Director of Health and social services in Belfast for many years. Upon his retirement, he was chair of the Titanic voluntary organisation during its development as a major tourist attraction. Currently, he is involved in a number of voluntary organisations including chair of a major community organisation in west Belfast.
